The double point with USB is the bench-top answer: two appliances stay plugged in, and two phones charge without a charger block taking up a socket. FS315-USB packages that on one horizontal acrylic plate.
The USB module is the modest version — 5V 2A shared across two ports. It is a maintenance charger, not a fast charger, and the plate is priced accordingly. Where USB-C or higher output is required, the A+C version is the one to specify.
The two outlets are independent 10A points, so the kettle and the toaster can run at the same time while the phones charge. The plate is the standard FS format and fits the standard Australian wall box.
It is worth it where devices charge at the same place appliances are used — kitchen bench, hotel desk, study. It is not worth it where the charging happens elsewhere, because the module adds cost without being used.
The alternative is a standard double point plus a charger in one of the outlets. That blocks an outlet and puts a block on the wall, which is exactly what the USB plate is designed to avoid.
If the plate also needs USB-C, the A+C version covers it on the same cut-out. If only one outlet is needed, the single-plus-USB plate is FS313-USB.
